Microsoft has begun strictly enforcing a new policy requiring all third-party publishers in the Microsoft Advertising network to install Microsoft Clarity. Any publisher that does not have Clarity running on their site will not be paid for impressions or clicks.
The update was confirmed by Navah Hopkins, Microsoft Advertising Liaison, who announced on LinkedIn:
“Microsoft Clarity is now required for all 3P publishers to ensure all placements meet editorial and safety standards.”
Hopkins emphasized that impressions and clicks without Clarity will be filtered out entirely, meaning they become non-billable. Publishers who fail to implement Clarity will effectively lose all revenue tied to Microsoft Advertising activity.
Although Microsoft has been notifying partners over the past several months, the requirement is now in full enforcement mode.
Hopkins described Clarity as a free behavioral analytics platform that helps publishers understand user activity and improve CRO, while giving advertisers the transparency needed to verify placement quality. She also noted that Clarity requires consent mode to be enabled.
Microsoft thanked publishers for ensuring brand-safe, transparent inventory, reaffirming that Clarity installation is now a mandatory compliance condition to remain eligible for payouts.
